One U.S. Congressman is concerned that President Obama's new plan to cut carbon emissions will directly affect people in Missouri.

Representative Billy Long said the Cap and Trade Policy which the Obama Administrating is implementing will have an effect on people's utilities.

The current Cap and Trade Policy aims to control pollution by providing economic incentives. President Obama proposes to cut 30% of power plant emissions by 2030.

"It's going to be a huge problem when people's utility rates go up a couple hundred dollars a month," Long said. "That's not sustainable. So, we fight that on energy and commerce committe, so that's something vitally important to the state of Missouri."

Long said Missouri uses coal for 85% of their energy.
